The original edition of this book was compiled in 1998, sponsored by the Soros Foundation/Open Society and the U.S. Information Agency. It was published in 1999 by the Institute for Public Relations. A second edition was published in 2004 by the Institute, which also will publish the 3rd edition.

For the 3rd edition, the editors seek cases that focus on campaigns in countries where public relations is a developing, evolving discipline or profession. While not limited to these regions, such cases are likely to come from countries in Africa, Central and Eastern Europe, the Newly Independent States of the former Soviet Union, Russia, Latin America, the Middle East and Southeast Asia.
